Ukrainian customs officials are becoming an growing problem for exporters from Europe, including Lithuania, as their shipments often get stuck at customs because officials demand payment of higher taxes than those established, the daily Lietuvos Rytas reports.

Lithuania's commercial attaché to Ukraine Rimantas Šėgžda said that the situation had deteriorated after the previously independent Ukrainian Customs Service came under the wing of the Tax Inspectorate, according to the paper.

Three large Lithuanian furniture and fittings manufacturers have had their shipments delayed in the past month.

"There have been three such cases involving Lithuanian businesses this month alone. We think this is too much," Šėgžda said.

Ukrainian President Viktor Yanukovych invited Lithuanians to invest in his country during his visit to Vilnius in February, but businesses seem to be waiting for better times in what is one of Europe's biggest states.

"The business climate in Ukraine has always been poor and it is not improving. Global financial institutions have assigned very low ratings to this country. Unfortunately, these marks are not changing," the paper quoted Algirdas Kumza, a former Lithuanian ambassador to Ukraine.
