The project's Baltic partners - Lithuania's Technologijų ir Inovacijų Centras (TIC), Latvia's Latvenergo and Estonia's Televork - have earmarked 5 million euros for investments in the project development.

TIC would not disclose how much it will invest in the project. Juozas Rumbutis, the services development head at TIC, said that Baltic Highway would be upgraded to 100 gigabits per second (Gbps) starting in October in order to meet the needs of international customers.

TIC, Latvenergo, and Televork currently operate an international fiber-optic Internet network with speeds of 10 Gbps between Vilnius and Tallinn.

Lithuania's total consumption currently amounts to around 150-180 Gbps.
