"Lithuania (...) is in favor of an expanded format of the event, i.e., 28 EU member states and six countries taking part in the Eastern Partnership program should be invited," the ministry said in a statement.
The ministry's officials told BNS that the venue of the summit is yet to be finalized, with the possibility of holding the event outside Lithuania.
The issue was discussed at a recent meeting of Lithuanian Minister of the Interior Dailis Alfonsas Barakauskas and European Commissioner for Home Affairs Cecilia Malmstrom.
Lithuania is set to take over the rotating EU Presidency on July 1. Closer EU cooperation with post-Soviet Eastern neighbors is one of the priorities of the Lithuanian EU Presidency.
The EU Eastern Partnership program involves Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine. Leaders of these countries and heads of EU member states are expected to attend a summit in Vilnius in November.
