Šarūnas Liekis. The Belarusian dead end – a fiasco of Lithuanian diplomacy

Bilateral relations and diplomacy are typically decided not by domestic policy or ideology but by the country’s geopolitical calculations. The aim of diplomacy is to shift the decisions and behaviour of foreign states or international organisations by way of dialogue, negotiations and other non-violent measures. Human rights are typically left to handle for international organisations and non-governmental organisations in international relations, while in bilateral relations, they play a secondary role.
