Constitutional court rules that 2009 budget law did not violate Lithuanian Constitution

The Lithuanian Constitutional Court ruled on Friday that legislators did not violate the constitution when they passed the 2009 national budget law and laws on the budgets of the State Social Insurance Fund (Sodra) and the Compulsory Health Insurance Fund. The legislation envisaged certain tax changes and cuts in the rate of contributions to pension funds.

The 2009 state budget law and related laws were challenged because the budget was passed before the laws that had an effect on its revenue and expenditure were adopted.

The Constitutional Court stated that the Seimas (parliament) did not breach the requirements of the Constitution because it passed these laws in order to swiftly respond to an economic crisis and to ensure the stability of public finances and to prevent the deficit from becoming excessive.
