Lithuanian Government to make decisions on key energy projects next week

The Lithuanian government will take decisions on key energy projects next week, Prime Minsiter Andrius Kubilius has said on Friday, after the Cabinet's meeting. The main questions include a draft concession agreement and other necessary documents for a new nuclear power plant, as well as on bills on a liquefied natural gas (LNG) terminal and the synchronization of the electricity grid with Western Europe.

"We have discussed the entire package of projects intensively today. They are very important and we are much focused on them. There are certain legal, objective observations. We reviewed them today. The task groups will continue work during the weekend. We will get back to these issues on Monday. I believe that the government will approve the bills next week and we will send them to the Seimas," he told reporters after the government's meeting.

Kubilius did not elaborate on what the ministers' observations on the bills and other draft documents were.

"There are discussions among lawyers as to how this is being regulated in the European law. These projects are unique. The European Commission is well informed about the Visaginas nuclear power plant project. We expect to receive their conclusions in the near future. There are also issues of agreeing on wording," he said.

Energy Minister Arvydas Sekmokas told reporters that discussions were ongoing with the aim of ensuring that the legal enforcement of the bills is "impeccable".

"What is important is that we want to go to the Seimas with the entire package, including the energy strategy and all those laws that are implementing that strategy. These are the concession agreement (with Japan's Hitachi) and the laws that are bringing into force the concession and paving the way for the implementation of the Visaginas project, as well as the LNG gas terminal law, and the law on the synchronous connection to the grid of continental Europe. We want to work out a high quality project. Some observations concern legal technique," he said.

The minister said that there was a consensus among the Cabinet members on the key issues regarding the new nuclear power plant project, the LNG terminal and the synchronous connection to the European grid.

On Friday, the Cabinet discussed a bill providing for the synchronization of the power grid with the EU grid, a bill on the LNG terminal, and a package of documents necessary for the implementation of the Visaginas plant project.
