"We'll submit the bill to the Seimas as required by the law. I can't really say if this Seimas is going to have enough time to discuss the entire budget," Kubilius told reporters after the Cabinet's meeting.
"The earlier practice was for the outgoing government to submit a budget draft. But it would be the new government formed by the new Seimas and the new Seimas that would complete this process," the leader of the Conservatives said.
Lithuania is holding general elections on 14 October. The new Seimas will hold its first session in mid-November.
Finance Minister Ingrida Šimonytė said last Monday that she doubted if the outgoing Seimas would discuss and vote on the 2013 budget.
President Dalia Grybauskaitė said more than a week ago that there would be enough time for the outgoing parliament to discuss next year's budget and, possibly, pass it.
The government must submit a draft budget, worked out by the Finance Ministry, to the Seimas for approval no later than 75 calendar days before the end of the financial year.
