"There are so many problems and hardships that one can be disappointed, longing for more justice, goodness, and fairness. Because of these problems one can have no faith in Lithuania's future, have no faith in the opportunity to create a modern and successful Lithuania, have no faith that we will have a fairer and more effective justice system in Lithuania. But we can and should believe that we ourselves can overcome all these problems and build that future of a modern Lithuania," the prime minister said.

"Therefore, last year, this year, before elections and after elections, we have to take this very clear road, we have to take this road to the future of a modern Lithuania," Kubilius said.

The prime minister highlighted the government's four priorities, including sustainability of Lithuania's economy and finances, the need for European consolidation, energy integration and building a modern Lithuania.

In the 2011 report, the government mentioned achievements in the field of energy, including preparations for the construction of power links to Poland and Sweden, as well as the construction of Visaginas nuclear power plant and LNG terminal.

Kubilius also named the government's achievements in stimulating business. The government allowed setting up a joint stock company online, paying dividends several times a year. Several free economic zones were established, initiating bankruptcy was facilitated and bankruptcy procedures were forwarded. Creditors' interests are now better protected, and creditors got the opportunity to carry out bankruptcy procedures out of court.

The report also calls the Law on the Bankruptcy of Individuals, currently being debated by the parliament, as one of the government's significant achievements. The law would establish a procedure for private individuals to declare bankruptcy.

Pursuant to the Statute of the Seimas, the government submits its annual report by 31 March.
