"It mainly depends now on the capacity of Ukraine to deliver on the proposed reforms and also on the way that Ukraine can convince not only the commission, not only the Lithuanian presidency, but all the member-states of European Union of the sincerity of its drive for reforms, not only economic reforms," Barroso said after meeting with Lithuania's Prime Minister Algirdas Butkevičius in Brussels.
Speaking at a joint news conference, the EC president expressed support to Lithuania's determination to enhance the Eastern Partnership program, which aims to facilitate closer EU relations with post-Soviet countries.
"In fact Lithuania already now, I can tell you, even before the presidency, has been extremely active regarding the issues of the Eastern Partnership, including the issue of Ukraine," Barroso said.
A possibility is discussed to sign the EU-Ukraine Association Agreement during the Eastern Partnership Summit in Vilnius in November. The document covers a wide range of areas, including economic and political issues.
Some European nations have given a cautious opinion of closer cooperation with Kiev over the persecution of opposition in Ukraine and imprisonment of ex-PM Yulia Tymoshenko.
The EU has demanded that Ukraine prevent "selective justice" and reform its electoral system.
"I think that association agreement will perhaps be signed in Vilnius on the 28 or 29 of November," the Lithuanian prime minister Butkevičius said after Wednesday's meeting.
