Lithuania's dispute with Israel's eVigilo goes to European Court of Justice

A dispute between Israel's eVigilo, which has lost a bid to develop a population alert system for Lithuania, and the government has been referred to the European Court of Justice.

On October 9, the Lithuanian Supreme Court decided to refer questions to the European court, because the dispute involved applying EU legislation.

Israel's eVigilo turned to the court over a tender issued by the Lithuanian Fire and Rescue Department in 2010 for the development of a system for public warnings via mobile phones.

A consortium of NT Service and HNIT-Baltic won the tender in 2010 with a bid worth 15 million litas (EUR 4.35m) plus 1.5 million litas in annual maintenance costs. A consortium of Inta, eVigilo and EPR, the runner-up, asked almost 0.5 million litas less for their services, but their price for the annual maintenance of the program was over 5.5 million litas.
