EU hopes to agree on free trade agreement with Ukraine before Vilnius summit

The European Union hopes to agree on an Association Agreement, including a free trade agreement, with Ukraine before the forthcoming Eastern Partnership summit in Vilnius in November, according to conclusions approved by the EU Foreign Affairs Council on Monday.

"The Council reiterates its commitment to the signing of the Association Agreement, including a Deep and Comprehensive Free Trade Area (AA/DCFTA), as soon as the Ukrainian authorities demonstrate determined action and tangible progress in three key areas, possibly by the time of the Vilnius Eastern Partnership Summit," the conclusions read.

Minister also said they expect election reforms from Ukraine and "addressing the issue of selective justice and preventing its recurrence."

Lithuania had called on the EU to apply free trade provisions to Ukraine ahead of the ratification of the Association Agreement. The Monday conclusions state that "the signature could be accompanied by opening for provisional application of parts of the Agreement."

The EU Eastern Partnership summit will take place in Vilnius on November 28-29.

"The Eastern Partnership is not the most popular item here because there are no conflict situations but it is very important region for Europe, for geopolitics, for the future of Europe. We should really keep momentum while talking with the countries of he Eastern Partnership. I would single out Ukraine," Lithuanian Minister of Foreign Affairs Linas Linkevičius said in Brussels on Monday upon arrival to the ministerial meeting.

Lithuanian President Dalia Grybauskaitė warned Ukrainian President Viktor Yanukovych in Vilnius earlier this month that signature of an Association Agreement might be postponed due to opposition imprisonment and Ukraine's wish to renegotiate certain tariffs at the World Trade Organization.
