The STT says Butvilas asked a councilor of Radviliškis District Municipality to exert pressure on the elder of Šeduva town for a driveway to the judge's house to be built in violation of legal acts. The judge in return issued a ruling in a civil case favorable to the councilor.

Butvilas had to sign a sworn statement as a measure of suppression.

Lithuanian President Dalia Grybauskaitė allowed prosecuting the judge on 3 August in response to a request by Prosecutor General Darius Valys and pursuant to the Constitution and the Law on Courts.
