Stripeika is a graduate of the Lithuanian Institute of Physical Education and Mykolas Romeris University. He started his career in the police force of Akmenė district and transferred to the border police in 1995. In 1998-2003, he headed the Šiauliai unit of the Border Guard Service and was the commander of the Coast Guard in 2003-2005 before taking helm of the entire State Border Guard Service in 2005-2010. After expiry of his term in office, he served as adviser to the then interior minister Raimundas Palaitis and headed the Klaipėda division of a private company in 2011.
The Justice Ministry currently has two vice-ministers: Paulius Griciūnas, delegated by the ruling Social Democrats, and lawyer Giedrius Mozuraitis, proposed by the ruling Labor Party.
