If the decision is backed by the European Parliament next month, Germany, which has 99 MEPs, will lose three and 12 member states, including Lithuania, will lose one each.
Algirdas Saudargas, a member of the EP Committee on Constitutional Affairs, told BNS there was no discussion on Lithuania's quota at the Tuesday meeting as the Committee focused more on only Swedish and Austrian mandates.
"The vote took place more or less based on the speakers' proposal. Lithuania will get 11 mandates instead of 12. The provisions, which were included into the draft proposal, were not moved. We cannot hope for anything better," the politician said.
Under the proposal, some EU member states will lose seats following Croatia's accession to the EU. Croatia will also have 11 seats in the Parliament.
The proposal still needs backing of the EU Council.
Figures from Statistics Lithuania show that Lithuania's populations has decreased by around 0.5 million over the last decade.
