The proposal came after the Constitutional Court ruled in early July that salary cuts for judges and public servants made during the recession were partly in conflict with the country's Constitution, a ruling that drew criticism from the president, the current ruling parties and the Conservatives who were then heading the government.
"In essence, the ruling said that principles of salary system policies in the public sector are taken over by the Constitutional Court from the parliament. I believe that it is a matter of honor of Seimas members to normalize the abnormal situation," Jurgis Razma of the Conservatives told the daily Lietuvos Žinios.
Razma said the Constitution should specify that revising salaries in the public sector is parliament's right. According to Lietuvos Žinios, the initiative is supported by a member of the ruling Social Democratic Party, Budget and Finance Committee chairman Bronius Bradauskas.
