Lithuanian Parliament turns to Constitutional Court over election results

Lithuania's parliament adopted a resolution on Tuesday on turning to the Constitutional Court over the results of the recent general elections.

The resolution was supported by 62 of Lithuania's 141 parliamentarians, 11 were against and 19 abstained. Those in support of the document were the ruling Homeland Union – Lithuanian Christian Democrats (conservatives), the Liberal and Center Union, two members of the Liberal Movement, the group of the Christian Party and the mixed group, as well as a few members of the opposition Social Democrats. The Labor Party and the greater share of the Order and Justice party group were against or abstained.

The author of the resolution, Gintaras Songaila of the National Union, said that the Constitutional Court should answer whether the Central Electoral Commission "examined the effects of the reported multiple instance of vote buying upon overall election results in a proper manner."

"Should the Constitutional Court say that the election results are valid, the future parliament will be legitimate," said Songaila, adding that the conclusion would be crucial for the answer whether the elections distorted the nation's will.

Due to what is said to be “multiple cases of vote buying and other gross violations”, the National Union has contested the election results in multi-mandate voting and six single-mandate electoral areas, namely, Šilutė-Pagėgiai, Biržai-Kupiškis, Širvintos-Vilnius, Vilnius-Trakai, Kaišiadorys-Elektrėnai, and Jurbarkas. The party has doubts whether the violations reported in the areas made it possible for the Central Electoral Commission to establish the candidates who qualified for the second round of the parliamentary elections after the first round on 14 October.

The National Union has also appealed to President Dalia Grybauskaitė over the election results. Grybauskaitė has received addresses from the Labor Party, the Lithuanian Peasant and Greens' Union, the Socialist People's Front and candidate Kęstutis Rupulevičius over violations of election laws. They all want the results of multi-mandate voting and a few single-mandate areas invalidated.

The president has already pledged to take the matter to the Constitutional Court on Wednesday.
