Lithuanian president to personally test how ministerial candidates command foreign languages

Lithuania's President Dalia Grybauskaitė plans to personally check the command of foreign languages of candidates for ministers in order to make sure they will be capable of properly representing the country when it holds European Union (EU) presidency next year, Prime Minister Algirdas Butkevičius has warned.

The government of Butkevičius, the leader of the Social Democratic Party, will require the president's approval.

"From what I know from the president, she will personally speak to everyone, as far as I know, in a foreign language," Butkevičius told the national radio on Thursday.

Earlier in the day, parliament approved his designation as prime minister. The prime minister-designate has 15 days after his appointment to present a Cabinet and its program to the Seimas for consideration.

The new government will get a mandate to work after its program is approved by parliament.

In the second half of 2013, Lithuanian ministers will be responsible for operations of the EU Council, which brings together official representatives of all countries, represent the institution in negotiations with the European Commission (EC) and the European Parliament (EP), as well as present the EU position in relations with third countries and international organizations.

After Croatia joins the EU next July, ministers of 28 member-states will gather in the council to pass legal acts and coordinate policies, with meetings to be presided by a minister of the relevant field – for instance, all meetings of the EU Environmental Council will be headed by Lithuania's environment minister.

On Wednesday, Grybauskaitė said that the ministers would be required to speak "one of the three working languages of the EU, as the minister will have to be the leader of all EU ministers in the field and the entire sector in the second half of 2013.“

EU's three working languages are English, French, and German.
