Measures to tackle youth unemployment are among the topics of discussions at an EU summit that takes place in Brussels on Thursday and Friday.
The EU is committed to increasing spending on promoting youth employment, but individual member states must first carry out their reforms, Grybauskaitė says.
"In most countries, unfortunately, legislation is discriminatory against young people, and the recommendation is that (member states) themselves remove that discrimination," she told reporters after the first session of the European Council meeting.
Asked by reporters if young people were being discriminated against in the Lithuanian labor market, the president said, "Yes, they are. This is primarily because our labor market lacks flexibility, and there are insufficient employment incentives and opportunities for young people in all European countries, including Lithuania," she said.
Around 15,000 people are protesting against high unemployment outside the EU summit in Brussels.
