"As early as this year, there are plans to prepare the boundary plan of the Memorial's territory, appoint the Memorial manager and, upon coordination with the Lithuanian and international Jewish community, draft and approve the concept of the comprehensive maintenance of the Memorial," the government said in a statement.

During the second stage in 2013, there are plans to issue a call for tenders to select a draft comprehensive maintenance plan for the Memorial based on the pre-approved concept. There are also plans to install direction signs to the Memorial and carry out other work.

Around 100,000 people, including around 70,000 Jewish people, were killed in Paneriai forest in Lithuania during the Nazi occupation in 1941-1944. All in all, around 90 percent of the Lithuanian Jewish population of around 208,000 were killed in during the Nazi occupation.
