Under the bill, a municipal commission involving a representative from the municipal administration, the Genocide and Resistance Research Center of Lithuania, the Foreign Ministry, and the Cultural Heritage Department would be formed for every individual case.
The commission would decide on exhuming the remains and address proposals how to mark the burial sites.
Currently, transfer and commemoration of remains is regulated by the government-approved scheme for transfer of remains of resistance participants and other persons killed in Lithuania by occupation regimes.
However, the scheme does not clearly envisage whether it is applicable to civilians and troops of Lithuania only or those of foreign countries as well, the Culture Ministry has pointed out.
