The inspection will be carried out in accordance with the 1999 Vienna Document of the Organization for Security and Cooperation in Europe (OSCE). Under the Vienna Document, Lithuania and other OSCE nations carry out arms control in other countries, the Defense Ministry said.
Under the document that was updated in 2011, with the main update in connection to the form of information exchange among OSCE countries, every member-state has the right to check potential engagement of other countries in unlawful military activities that should be reported in advance.
Parties to the Vienna Document are committed to supplying information about their national armed forces, plans of defense capability development and defense budget on an annual basis, as well as to notify in advance on any scheduled military activity. Countries are also required to receive a certain number of foreign military inspections and visits to military units.
The inspection in Moldova will be the second one carried out by Lithuanian arms control inspectors this year. In April, Lithuanian specialists together with Turkish and Hungarian inspectors checked military units in Azerbaijan.
