"Lithuanian-Russian relations need a "reset". We will base Lithuania's cooperation with Russia on European values, strengthening mutual trust by focusing not on the past but on the future, without pre-defined and hardly implementable conditions that undermine good and mutually-beneficial neighbourly relations," according the draft programme, submitted to the Presidium of the Social Democratic Party of Lithuania on Friday.
The program also provides for making use of Lithuania's geopolitical situation in order "to bring the European Union closer to the new neighbours and Russia."
"We will speak against tendencies of drawing new dividing lines, inherited from the Cold War and newly re-interpreted, between the European Union and the eastern neighbors," the draft programme states.
Following the Seimas elections last month, the Social Democratic Party of Lithuania, the Labour party, the Order and Justice Party, and the Electoral Action of Poles in Lithuania signed a coalition agreement and have 86 seats in 141-seat parliament.
Social Democratic leader Algirdas Butkevičius was officially backed as prime minister by the Seimas earlier this week. Pursuant to the Lithuanian Constitution, the president appoints the prime minister upon the consent of the Seimas.
