Promoting of public sector innovation: Digital Lithuania Academy

According to the Digital Economy and Society Index, Lithuania is one of the EU countries with the minimum number of adults having a low level of education; however, as many as 45 % of the total population have no basic digital skills. In order to clarify the level of digital skills of public sector employees, a study was carried out at the end of last year to interview employees of all ministries of Lithuania.

The study results showed that 78 % of the ministries’ staff would like to improve their ability to create digital content and behave safely in the digital environment (65 %). However, only one in three employees states that he/she has the opportunity to develop these skills at work. More than half of the surveyed do not know or are not sure about how to behave safely in the digital environment (55 %) and solve problems with the help of technology (64 %).

Integrating digital technology into all business areas and changing the business environment has already become a natural phenomenon. However, as Lithuania progresses towards digitisation, it is also important to think about the public sector. Therefore, in the light of the study results the Ministry of the Economy and Innovation together with Create Lithuania have established the Digital Academy for the public sector with the aim of developing digital skills of the national public sector employees so as to enable them to use modern technologies and promote innovation.

‘Although in the context of a rapidly changing labour market, the first focus is on entrepreneurship, the public sector is to go through changes likewise. An increasing number of public sector processes and services are being moved to the digital space creating new possibilities for public authorities to communicate directly with citizens and to offer better policy or public services-related solutions,’ said Vice-Minister of the Economy and Innovation Elijus Čivilis.
